[BLU/Officers] Fix to SpamAssassin rules

We've been getting a lot of false positives with the text "[SPAM]"
prepended to the subject line.
I just examined a bunch of legitimate messages that were falsely
tagged, and all the ones
I looked at had the rule "FH_DATE_PAST_20XX" as the biggest
contributor to their spam scores.

Further research turned up a thread about this rule, which apparently
decides that any date
past 2009-12-31 is "grossly in the future" and is therefore likely to be spam.

I added a rule to spamassassin's local.cf to change the score for
FH_DATE_PAST_20XX
to 0.0, so it won't create any more false positives.

Since a lot of current threads have the "[SPAM]" tag fossilized into
their Subject lines,
I also changed the tag in local.cf to "[**SPAM**]", to make it easier
to track whether
we still have an issue with false positives.
