[BLU/Officers] Next InstallFest

Since August 23 is also a conflict, and I'd prefer it to be in September
anyway, it appears we're going to have a conflict regardless.

Memorial Day weekend is unacceptable, so it's down to a choice between
conflicting with David's daughter's birthday on September 6, or Bill's
soccer game on September 13.

A daughter's birthday is clearly a higher priority than a major league
soccer game, so I'm inclined to schedule the next InstallFest for September
13.

Is everyone fine with this?
