[BLU/Officers] September tag-team

I have a guest speaker for Keysigning.

Plan is I'll cover the last year of Crypto news as filler during Q&A,
then introduce the Featured guest -- Shava Nerad, Founding executive
director / development director of the Tor Project -- for 45 minutes,
and then I'll play ringmaster of the circular firing squad keysigning.

We will want Will to pass this through his EFF/Desktop meeting
notifications, since it's both an end-user tool *and* history of an
EFF spin-off project.

Will send abstract as soon as edited.
