That's backwards. The ILECs are service providers, not bit pushers. The infrastructure exists to support their services, not the other way around. If you strip away the ILECs' ability to be service providers then you strip away their primary function. I don't see any viable way of making this idea work short of reinstating the Bell System. -- Rich P.
