cups admin problem with Ubuntu



I was able to get my cups printer working in Ubuntu using the gnome
print manager.  Could anyone explain why I could not get it to work
using normal cups config.  The only thing that I can guess is that the
cups administrator would provide access to me.  It was easy using the
gnome interface but I would really like to be able to do it like I do
in Debian using config files and the cups web base admin.
Thanks is advance for the suggestions.  I am sorry if I don't respond
until the weekend. I work long hours and the weekends are my time to
cram fun activities.
