GPL distribution requirements are in effect regardless of modification.

For example, if I compile GCC verbatim and give you a copy I am still
required to provide you with the source code upon your request. I
believe that pointing you to the gnu.org repository is sufficient to
meet the spirit of the requirement even if it does not meet the letter.
Regardless, the distribution requirement is still in effect which means
that GCC is not freely distributable.
