[BLU/Officers] Rocky and possible code of conduct



I agree. This is a single-person issue, and to put it bluntly, a single
person who is not good at taking hints. 

I have, in the past, told him straight to his face that specific things
that he was doing were bothering me, and he responded to that and
stopped.  I suggest we have a frank conversation with him before the
next installfest letting him know what he is doing that is detrimental
to the event, letting him know he has one last chance to not be
disruptive, loud or rude.  And I believe if we tell him he is no longer
welcome after he fails to comply, he will stay away.  If he doesn't we
can refuse to help him.

I would not escalate past that until that tactic fails.
