[BLU/Officers] Rocky and possible code of conduct



The guy is not all here. But I just think we need to be firm with him.
Also, when there are people waiting for help, we give Rocky a low
p[riority.
Next time, I don't think I will order a ham pizza. I don't know if he
finished the ham but he also had a few slices of other things.
